For instance, if the item breaks then it is their responsibility to figure out how to fix it.

If the item is beyond repair, then they will have to figure out a way to dispose of it correctly. If the parts can be recycled, then people will make sure that they will go down that route. Once people have exhausted all possibilities, they may find that there is nothing left to do than to dispose of the item but this is only the last resort.
